K2 pixel forensics: region tests, telegraph-pixel and timing tests

k2_regions.py and k2_regions2.py assume the saturated core can't change, which produced an apparent ~600:1 preference for real dimming. That is withdrawn: k2_regions3.py treats the whole bleed column as one charge-conserving region, and is the result to use. The telegraph and timing tests were run inline; their numbers are in FINDINGS.md.
