Donald Witt of Sul Ross State traces lights to a ranch and to US 67

Cartwright dates Witt's announcement to about 1973 and a sighting Witt could not explain to January 1974; Borraz and Ballester Olmos describe a larger effort he coordinated in March 1975 that found only ranch lights and headlights on US 67.
