One couple saw a man lying on his back in the spot where the body was later found at about 7 pm, and saw him raise his right arm and let it drop. A second couple watched him from 7:30 to 8 pm and did not see him move. Nobody saw his face. One witness saw a man looking down at him from the top of the beach steps.
