What does Liber Primus say, and can it be read from the published material alone?

Where it stands

Four answers have been proposed. None is ahead on the evidence yet. Four are still possible.

Why it matters

It is the largest piece of Cicada text and the main open puzzle; Cicada supplied a key mapping runes to letters and to primes, which suggests a cipher built on those values[1]. No decipherment has been published by a named or scholarly source.
