# Ad Hoc Panel Report on the September 22 Event

Office of Science and Technology Policy (panel chaired by Jack Ruina), 1980. _National Security Archive Electronic Briefing Book 190, Document 9_.

The White House panel's final report of 23 May 1980 (members included Richard Garwin, Luis Alvarez and Wolfgang Panofsky). Based on the discrepancy between the two bhangmeters, it judged that the signal was probably not from a nuclear explosion and considered light reflected from debris knocked off the satellite by a meteoroid a reasonable alternative.
